Residential landlords in Manitoba — whether they own a single rental unit or a larger apartment building — are directly affected. Landlords who apply for a rent increase above the provincially permitted maximum must now wait for a director's order before charging any higher rent, even if the intended effective date has already passed. Once an order is granted late, landlords are allowed a second rent increase within a 12-month window to make up for the delayed approval, but day-to-day rent collection must strictly follow the order's timeline. An appeal of an approved rent increase no longer puts that order on hold, meaning tenants must pay the approved higher rent while any appeal is ongoing.
