GI-2026-26-reg1: Regulations Amending the Safe Food for Canadians Regulations (Unmet Slaughter Capacity)

If you run a small provincial slaughter establishment (abattoir) or raise cattle, sheep, goats, pigs, or cervids in a rural or remote area where you can't get to a federally licensed slaughter facility without driving hundreds of kilometres, this regulation opens a door you didn't have before. Up to 30 provincial slaughter establishments — primarily in Alberta, BC, Manitoba, Ontario, and PEI — could apply through their province for a four-year window to process meat destined for sale in a neighbouring province, saving the roughly $37,500 first-year cost and $18,500 per year ongoing cost of getting a federal SFC licence. Cold storage businesses that only freeze or defrost fully packaged meat also benefit: they've been accidentally overcharged since 2019 (paying $3,017+ instead of the intended $369.52 annual fee), and that error is now being corrected in the fee rules. Meat processors running continuous operations like smoking, curing, or refrigerating will no longer face multiple inspection work-shift fees for a single uninterrupted process — only one work shift fee applies, consistent with how the CFIA has already been handling it in practice.
