Businesses most affected are in the semiconductor, advanced manufacturing, aerospace and defence, and AI sectors — though the government notes most of these controlled items are not currently produced or manufactured in Canada, so direct impacts are expected to be small. Exporters shipping any of the newly listed items (such as lithography equipment, chip-making deposition tools, FPGAs, advanced microprocessors, or high-entropy alloy powders) to non-U.S. destinations will need to apply for an export permit from Global Affairs Canada, costing roughly $18.91 per application and about 30 minutes of staff time. The government projects only about 15 new permit applications in the first year, growing to 22 per year by Year 10, spread across an estimated 14 companies — putting the total annual administrative cost to industry at around $128. Universities and researchers are largely unaffected since controls exempt publicly available information, basic scientific research, and patent application disclosures.
