GI-2026-14-reg2: Order Amending the General Import Permit No. 83 — Aluminum Products

Canadian aluminum importers and their customs brokers will need to fill in three additional fields on their import declarations indicating the country of largest smelt, country of second-largest smelt (if applicable), and country of most recent cast. Most importers (about 93%) already use the Single Window Integrated Import Declaration system, so this is an incremental addition to an existing process. The total annualized administrative cost across all affected businesses is estimated at roughly $16,000, with approximately 264 customs brokers spending a few minutes per transaction and about 224 importers spending 10 minutes per applicable shipment. Importers of goods totalling $5,000 or less in value for duty are exempt, and participants in the Customs Self-Assessment Program are also exempt. Businesses importing aluminum products should already have CSC documentation on hand because, since July 31, 2025, they have been required to provide it to avoid the 25% surtax on Chinese-origin aluminum.
