The government explicitly confirms there are no known economic activities currently taking place within the boundaries of the proposed NWA, and no small businesses are expected to operate there. As a result, the regulation imposes no compliance costs, administrative burden, or operational changes on any Canadian business. Researchers who previously needed a DFO licence agreement to access the islands will now need an NWA permit instead, but the government considers this an equivalent process with no incremental cost. The one-for-one rule does not apply because there is no business impact whatsoever.
