GI-2025-10-reg3: Regulations Amending the Multi-Sector Air Pollutants Regulations

About 218 industrial boilers and heaters across roughly 83 facilities — predominantly in the oil and gas and oil sands sectors in Alberta, but also in chemicals, pulp and paper, potash, and power generation — were incorrectly stuck in the worst NOx performance class (Class 80) because existing testing rules made it unsafe or impossible to test certain equipment configurations. Without these amendments, operators would face mandatory retrofits or replacements by January 1, 2026, costing anywhere from $46,000 to over $1 million per unit. The amendments save affected businesses an estimated $14.5 million in avoided capital costs by allowing them to retest and reclassify their equipment. Administrative burden is minimal — operators need to spend roughly 30 minutes to 4 hours familiarizing themselves with the new rules, costing about $1.43 per business annually.
