GI-2024-6-reg2: Regulations Amending the Safe Food for Canadians Regulations (City of Lloydminster)

About 144 food businesses in and around Lloydminster are affected, including food processors, bakeshops, meat processors, grocery distributors, farmers market vendors, and retailers — roughly 98% of them small businesses. Currently, selling food across the provincial boundary within the city requires a federal Safe Food for Canadians licence ($268.93, renewed every two years), plus a full preventive control plan that costs an estimated $7,985 per year in compliance activities. Under the new rules, businesses trading only within Lloydminster no longer need the federal licence or those compliance systems, saving each affected business approximately $121 per year in administrative burden alone. Up to 2% of all food businesses in Saskatchewan are also expected to benefit from expanded access to the Lloydminster market without facing federal interprovincial trade costs.
