The regulation is entirely directed at individual Canadians with disabilities and the government agencies administering the benefit. The total estimated cost over 10 years is $525.6 million (present value), comprising $252.9 million in government administration costs and $272.7 million in costs borne by applicants themselves — primarily fees for medical practitioners to complete Disability Tax Credit forms (averaging $125), tax filing costs, and time costs to complete applications. An estimated 465,000 recipients are expected in the first year (2025–26), growing to 640,000 by 2034–35.
