The businesses most directly affected are municipalities and private operators running drinking water systems or engineered landfill sites anywhere in Quebec — think a regional water utility, a private water treatment operator, or a company managing a certified landfill. These operators will be required to have samples tested at accredited labs as part of the initial assessment, and once regulations are set, they'll face ongoing periodic monitoring tests and must take remediation action if their results exceed maximum concentration thresholds. Even smaller operators or solo-run facilities won't be exempt — the bill explicitly covers 'every person' running these systems, regardless of size. Industries that generate or handle PFAS-contaminated materials (such as certain manufacturing or firefighting-related operations) may also find themselves caught by the eventual regulatory standards, particularly around wastewater sludge.
