QC-190: Bill 190: An Act respecting the establishment in the workplace of parity committees for a just transition towards an environmentally sustainable economy

This bill targets medium-to-large Quebec employers — think manufacturers, resource companies, construction firms, or other industries likely to be designated by regulation — who have at least 50 people on payroll. If you run a plant, a logistics operation, or a larger service business in Quebec, you'd be required to set up and fund a formal joint committee, cover members' training costs, hire experts when the committee asks for them, and respond in writing to committee recommendations every quarter. You'd also need to produce a biennial report on environmental performance and share detailed information with the committee including your financing sources, investments, and emissions data. The administrative and financial burden grows with headcount — larger employers could face committees of up to 11 members meeting four times a year on company time.
