QC-027: Bill 27: An Act to amend various provisions concerning collective agreement decrees and the construction industry

This bill touches a wide range of Quebec-based businesses. Employers in industries covered by collective agreement decrees — such as security guards, automotive services, building services, cartage, solid waste removal, and traffic control — will see changes to how their decrees are renewed, amended, or wound down, including a clearer non-renewal notice process through the Minister. Construction contractors of all sizes operating in Quebec face updated rules around health and safety representatives and coordinators on job sites, with the $12M cost threshold removed and new worker-count triggers (10+ workers on site) replacing it — meaning smaller contractors may be more directly affected than before. Principal contractors now have an explicit obligation to notify union associations when a health and safety rep must be designated. Housing cooperatives, non-profit housing organizations, and Société des établissements de plein air du Québec are newly excluded from construction industry legislation for maintenance and renovation work done by their own permanent staff, relieving those organizations of CCQ obligations for in-house work.
