Bill 21: Combative Sport Commissioner Act

The businesses most directly affected are event promoters — people who organize and finance boxing, MMA, or kickboxing shows in PEI, whether as a small independent promoter putting on a local card or a larger operation running professional events. Promoters must obtain a promoter's licence, apply for an event permit at least 60 days in advance, post a financial deposit with the Commissioner to cover fighter purses and officials' fees, and pay an event fee of up to 5% of gross revenue (ticket sales plus broadcast rights) within 14 days after the event. Everyone else involved in a professional event — fighters, referees, judges, corner people, timekeepers — must also be individually licensed, meaning a promoter is responsible for confirming that every person on their card holds valid credentials. Amateur sport organizations, gyms, and educational institutions running competitive combat sport events also face notification requirements and, in some cases, licensing obligations, though designated provincial sport organizations can self-regulate certain amateur sports under delegated authority.
