Bill 3: Carbon Tax Repeal Act

This bill primarily affects businesses in the Northwest Territories that buy, sell, or consume fuel — including fuel vendors, gas stations, trucking and transportation companies, mining and resource operations, construction firms, and heating fuel distributors. Businesses that previously had to track and remit carbon tax on fuels like diesel, gasoline, propane, and natural gas will no longer need to do so, simplifying their invoicing and reporting. Vendors who have carbon tax already paid on inventory sitting on their shelves when the law takes effect are entitled to a refund at specified per-litre or per-cubic-metre rates within 60 days. Large industrial emitters who previously received grants tied to carbon tax payments will now be eligible for emissions reduction project grants instead.
