Bill 46: Energy Sector Consumer Advocate Act

Small businesses in New Brunswick that consume electricity, natural gas, or petroleum products now have a dedicated advocate who can represent their interests in rate hearings and regulatory proceedings before the Energy and Utilities Board — at no direct cost to them. Gas stations, fuel retailers, and wholesalers classified as 'regulated entities' under the Petroleum Products Pricing Act or Gas Distribution Act will face assessments to help fund the Advocate's office, as their regulatory costs are used to cover the Advocate's operating and direct expenses. NB Power customers running shops, restaurants, or any small commercial operation can file complaints or questions with the Advocate's office rather than navigating the Board on their own. The funding model means that utilities and regulated energy businesses will see those costs flow through to their Board-assessed expenses, which could indirectly affect pricing structures.
