Brick-and-mortar retailers and individual secondary sellers (people running garage sales or flea market tables) must check government-issued photo ID showing date of birth before completing a sale. Online retailers — including third-party sellers on platforms like Amazon or eBay — must take regulated steps to verify that buyers are 18 or older before finalizing an order, and must ensure delivery requires ID confirmation at the door. All retailers, regardless of size or format, must keep a detailed sales record for every transaction including the buyer's name, address, date of birth, item type, and sale date.
