Businesses most affected are data centre operators in Alberta, who will face a new regulatory framework governing how they access the electricity transmission system, manage their loads, and shed power when required — with the Minister gaining broad authority to define and regulate this sector specifically. Electricity market participants more broadly, including generators and large industrial users, will see changes to how ancillary service costs are recovered and how system access is provided, with reliability now explicitly prioritized. Natural gas utilities running hydrogen-blending pilot projects — particularly those that started delivering hydrogen-blended gas before February 25, 2025 — can now apply to recover pre-existing costs through the Commission, giving some retroactive financial relief. The Independent System Operator (AESO) also gets new flexibility to suspend restructured energy market rules if the market cannot operate normally, which affects anyone buying or selling electricity in Alberta's wholesale market.
