Companies that make or sell swimming pool and spa chemicals will face the biggest adjustments: currently registered products that qualify for the new 'authorized' status will need minor label updates (removing registration numbers and related references) and have up to three years after the rules take effect to comply. Manufacturers of dual-use supplement-pesticide products (estimated at around 51 businesses initially) will benefit significantly — they can drop costly annual registration fees ($1,010/year per product), stop filing annual sales reports, and skip renewal fees every five years, saving the sector an estimated $1.14 million over 10 years. Seed importers, utility companies managing pentachlorophenol-treated poles, and water treatment operators using chlorine against invasive mussels will see current informal practices formally legalized, with no new costs.
