Larger businesses with 500 or more employees face broader requirements, including accessible mobile apps, downloadable documents, accessibility statements, and procurement assessments — with total compliance costs across all affected organizations projected at $309.95 million over 10 years (averaging $44.13 million per year). About 1,102 federally regulated organizations are affected from the start, with the biggest single cost being employee training ($128 million in present value over 10 years). Businesses with 99 or fewer employees are fully exempt, and transportation and telecom companies only have to meet the requirements for their internal employee-facing web pages.
