Bill 392: An Act to combat food waste

This bill primarily affects businesses in Quebec's food supply chain — grocery stores, food manufacturers, wholesale distributors, and retailers of any size that sell food intended for human consumption. Day-to-day operations like managing unsold inventory, surplus stock, and near-expiry products will need to be rethought, as businesses must actively reach out to and partner with recognized donation or redistribution organizations. Small retailers may qualify for exemptions depending on regulations the Minister develops. Businesses that can't find a partner organization may be directed to work with Recyc-Québec instead, and those who deliberately spoil food to avoid sharing it, or who don't make genuine efforts to comply, face fines ranging from $250 up to $6,000 for repeat offences.
