Bill 50: Marine Transportation Corporation Act

This bill primarily affects businesses that rely on marine transportation in the Northwest Territories — including freight shippers, fuel and supply haulers, and communities dependent on barge and water-based delivery routes. Companies that currently deal with the Department of Infrastructure's Marine Transportation Services division will, starting January 2028, be dealing with a new Crown corporation instead. The new Corporation has the authority to set its own rates and terms for services, guided by principles of financial viability and fairness, which could affect shipping costs for businesses moving goods by water across the NWT. Larger commercial operators may also be able to negotiate charter or commercial contracts directly with the Corporation, which are exempt from the standard rate-setting rules.
