Bill 11: An Act to Amend the Motor Vehicles Act

The businesses most directly affected are insurers operating in the Northwest Territories, who under the updated rules can apply to the Registrar for a person's driving record — but are explicitly excluded from accessing documents related to certain administrative proceedings (sections 116.1 to 116.10). Businesses involved in used vehicle sales or vehicle history checks will find they can now request a vehicle's registration history by VIN, though the Registrar cannot disclose the personal information of current or past owners. Any company that routinely requests driving records or vehicle data from the NWT Registrar — such as fleet operators, insurers, or background check firms — will need to follow updated application procedures and may need to enter into formal information sharing agreements. Privacy-focused compliance obligations are tightened across the board, meaning anyone who receives Registrar data must handle it carefully or risk losing access.
