Bill 13: Forestry Act (Amdt.)

The businesses most directly affected are sawmill operators, logging contractors, and anyone running industrial operations on or within 300 metres of forest land in Newfoundland and Labrador — which covers a huge share of the province's rural and interior landscape. Day-to-day, this means mill owners now face the possibility of having their licence or mill operations suspended by the minister or a designated official, and running a mill during a suspension is a new offence. Loggers and contractors must ensure operating permits are in order year-round (not just during fire season in some cases), and forestry officials can now add extra conditions or amend those permits on the fly. Campground operators, mine operators, and anyone burning debris near forest land will also feel the impact, as permit-to-burn rules, fire proclamation powers, and required safety measures now apply to a wider swath of land including areas with any flammable vegetation — not just traditional 'forest land.'
