Bill 43: The Highway Traffic Amendment and Drivers and Vehicles Amendment Act

The bill primarily affects businesses in Manitoba that rent, sell, or deploy personal electric vehicles like e-scooters, as well as operators of three-wheeled vehicles used for deliveries or transport. Anyone running a micro-mobility rental fleet (even a small one) will now face clear rules around speed limits (25 km/h), age restrictions (16+), helmet requirements, sidewalk use, and prohibitions on towing or carrying passengers. Businesses using or testing automated/self-driving vehicle technology in Manitoba must ensure they hold the appropriate permit or are part of an approved pilot project, or risk being offside. Overweight or overdimensional vehicle operators — such as trucking or heavy equipment businesses — will now need to register their vehicles and also obtain a separate Highway Traffic Act permit to drive on public roads.
