Regulations Amending the Pest Control Products Fees and Charges Regulations (Annual Charge)

About 684 pesticide registrants — mainly companies that manufacture, import, or distribute pest control products — will see their annual fees increase significantly, with the industry's total annual charge bill jumping from roughly $10.4 million to $21.9 million starting in 2026. A typical registrant holding a standard portfolio of products will pay $4,598–$6,130 per registration per year under the new tiered structure, compared to the current maximum of about $4,318. Small businesses (fewer than 100 employees and under $5 million in gross revenue, including affiliates) get a flat $2,000-per-registration rate, while holders of biopesticides, semiochemicals, microbial agents, non-conventional products, or niche products pay just $1,000 per registration — and brand-new active ingredients are exempt from the charge for their first three years. The RIAS estimates the annualized incremental cost to the industry at about $12.83 million, which works out to less than 0.3% of the industry's roughly $4.4 billion in Canadian gross revenues, though the 448 registrants that qualify as small businesses under the broader TBS definition will face an average net cost increase of about $9,705 per year each.
