If you run a slaughter or processing facility, participation is entirely voluntary — you can apply for a CFIA permit to reclassify eligible cattle parts (skulls, eyes, ganglia, tonsils, distal ileum from older cattle) as ordinary prohibited material instead of the more tightly controlled SRM, which means you avoid costly staining, special handling, record-keeping, and disposal requirements. The government estimates average annualized net savings of about $2,347 per small business, with total industry benefits of $14.5 million per year — roughly $6.2 million from new revenue selling formerly disposable material to pet food, feed, or fertilizer makers, and $8.3 million in avoided compliance costs. The main downside falls on renderers, especially the one Canadian company that handles only SRM, which faces significant revenue loss; all renderers may also face increased competition from cheaper U.S. meat and bone meal now eligible for import into Canada.
