What this regulation does
This regulation adds seven new categories of sensitive dual-use technologies to Canada's Export Control List, requiring export permits for quantum computing components, advanced semiconductor manufacturing equipment, metal 3D printers, and high-temperature coating technology before they can be shipped to any country except the United States.

Business impact
Compliance
Fewer than 10 Canadian companies currently working with quantum computing technologies and related equipment will be directly affected, as EUV semiconductor components and high-temperature coatings are not currently manufactured or widely used in Canada. If your business makes or uses cryogenic cooling systems, parametric signal amplifiers, cryogenic wafer probers, isotopically enriched silicon/germanium, advanced metal 3D printers, EUV lithography masks/reticles/pellicles, or high-temperature ceramic coating systems, you'll need to apply for a free export permit before shipping these items internationally (except to the U.S.). The government expects fewer than 100 total permit applications per year across all affected sectors, with low-risk destinations reviewed in about 10 business days — so the practical disruption to day-to-day business should be minimal. Universities and researchers exporting technical information may also need permits, though basic scientific research and publicly available information are exempt.
