Bill 90: Textile Waste Act, 2025

This bill primarily affects businesses in Ontario that manufacture, distribute, import, or retail clothing and household textiles — from large fashion brands and importers to smaller boutique retailers. Companies providing textile waste collection, sorting, hauling, and recycling services will also be directly involved through consultations and eventual operational changes. Under the proposed responsibility rules, Canadian-resident brand holders bear primary responsibility, followed by importers, and then retailers if neither the brand holder nor importer is in Canada. This means even a small independent clothing shop could end up responsible for textile recovery obligations if they sell products from non-Canadian brands with no Canadian importer, so business size does matter in determining who bears the compliance burden.
