This bill primarily affects Ontario hospitals, long-term care homes, home care agencies, and regulated health care providers that employ more than 20 people — they would need to restructure staffing so that at least 70% of their workforce is permanent and full-time, significantly reducing reliance on part-time, casual, or contract workers. Agencies that employ personal support workers (PSWs) would face substantially higher labour costs, as PSWs must be paid at least $8/hour above minimum wage and provided health benefits, pension plan membership, and a minimum of 10 paid sick days. Homemaker service agencies — businesses that send workers into private homes for cleaning, meal prep, and similar domestic tasks — would need to start paying at least minimum wage and comply with hours-of-work and overtime rules that currently don't apply to their workers. Smaller operations with 20 or fewer employees are exempt from the full-time staffing ratio requirement, but all employers of PSWs and homemakers regardless of size are affected by the wage and benefit mandates.
