Businesses most directly affected are waste collection and hauling companies, road maintenance contractors, stormwater infrastructure firms, and any service providers currently under contract with the Region of Peel operating in Mississauga, Brampton, or Caledon, Ontario. These businesses — ranging from small local haulers to larger fleet operators — may see their existing contracts transferred, amended, suspended, or terminated by ministerial regulation as jurisdiction shifts to the lower-tier municipalities. Day-to-day activities like waste pickup routes, road repair work, and stormwater system maintenance could be disrupted or reassigned to new municipal clients. The broad immunity provisions also mean that businesses cannot sue the municipalities or the Crown for losses — including lost revenue or profit — arising from contract changes related to this transition, which is a significant risk for any size of contractor.
