This bill primarily affects operators and licensees of long-term care homes and retirement homes in Ontario. If you run or manage a long-term care home, you'll need to establish formal dementia care programs and organized programs addressing cultural, linguistic, religious, and spiritual needs — which means new staffing, training, and programming costs. You now face personal criminal liability for any abuse or neglect of residents (and your staff, volunteers, and contracted health professionals do too), with fines up to $200,000 for a first offence and $400,000 for subsequent offences. Retirement home operators must accommodate residents' right to ongoing caregiver access and may receive binding directions from senior ministry officials on managing infectious disease outbreaks. Both small single-home operators and larger chains are equally affected, though smaller operators may find the compliance burden proportionally heavier given new documentation, reporting, inspection cooperation, and program requirements.
