Bill 134: Diverting Waste from Landfills and Reducing Greenhouse Gases Act, 2026

Businesses most directly touched are waste haulers, composting and recycling companies, landfill operators, and owners of commercial, institutional, and industrial properties across Ontario — essentially anyone in the waste management chain or who generates significant organic waste. If you run a restaurant, grocery store, food processor, or manage a large commercial or industrial property, you may be required to provide information to the Minister about your organic waste. Waste collection and hauling companies of all sizes — from small independent haulers to large regional operators — will likely be asked to report data and could eventually face new diversion requirements if the working group's recommendations lead to further regulation. For now the bill is primarily a study and reporting framework, so immediate operational changes are limited, but businesses should expect future compliance obligations as the government acts on the working group's findings.
