Bill 121: Save a Life Act (Naloxone Kit Registration and Public Access), 2026

This law primarily affects businesses and organizations in Ontario that already have AEDs (defibrillators) on-site, which sweeps in a wide range of workplaces — gyms, arenas, shopping malls, office buildings, restaurants, hotels, construction sites, schools, and any other place that elected or was required to install a defibrillator. Even a small business owner who voluntarily put a defibrillator in their shop is now on the hook. Day-to-day responsibilities now include sourcing and installing naloxone kits, posting signage showing where they are, keeping the kits maintained according to manufacturer guidelines, making sure designated staff are trained to use them, and registering each kit with the provincial registrar within 30 days of installation. If a kit is moved or removed, the registrar must be notified. Inspectors can walk in without a warrant during business hours to check compliance, and failing to comply — whether you're an individual owner or a corporation — can result in fines, with officers and directors personally liable if they allowed violations to happen.
