Bill 11: More Convenient Care Act, 2025

The most directly affected businesses are health care staffing agencies operating in Ontario that place temporary workers (nurses, personal support workers, and other health care staff) into hospitals, long-term care homes, and other health care facilities. These agencies will now need to submit reports on billing rates and pay rates to the Minister of Health at least every six months, retain copies of contracts and invoices for three years, and face fines of up to $25,000 for non-compliance. This affects agencies of all sizes, from small boutique firms placing a handful of nurses to larger operations staffing multiple hospitals. Additionally, organizations involved in digital health technology — particularly the prescribed organization(s) managing Ontario's electronic health records and digital health identifiers — face significant new privacy, security, breach notification, and Commissioner oversight obligations. Health information custodians such as clinics, hospitals, and physician practices across Ontario may also need to update their information-sharing practices to accommodate the new digital health identifier system.
