This law primarily hits companies that run large social media platforms, AI chatbot products, or other interactive online services that have a significant number of Canadian users — think global platforms like social networks, adult content sites, live streaming apps, and conversational AI tools. Whether you're a solo developer with a growing app or a multinational tech company, if your platform meets the user-count threshold set by regulation, you'll be on the hook for new day-to-day obligations: implementing age-verification systems for pornographic content, labelling AI-generated content, setting up flagging tools for harmful content, maintaining a resource person for user concerns, and submitting detailed digital safety plans to the Commission. Larger operators face the steepest financial exposure — penalties can reach the greater of $10 million or 3–5% of gross global revenue — and the compliance burden scales with platform size, though even smaller services can be designated as regulated if they pose significant harm risks. Companies with affiliated corporate groups will have their combined global revenues counted when calculating penalty limits.
